On October 27, 2021, the Library Copyright Alliance (LCA), consisting of ALA, ACRL, and the Association of Research Libraries, released a statement welcoming the new exemptions and renewal of existing exemptions to the prohibition on the circumvention of technological protection measures set forth in the 17 U.S.C. 1201.
LCA welcomes the adoption of these new exemptions, as well as the renewal of the existing exemptions. These exemptions are necessary for libraries and their users to exercise their fair use rights. The new exemptions permit:
- libraries, archives, and museums to circumvent the technological protections on DVDs in their collections for the purpose of preservation; and
- researchers to circumvent the technological protections on DVDs and eBooks for the purpose of text and data-mining.
